What is CSS?
- A Civil Services Commission and a beginning of Competitive Examination was established for the first time in England in 1855.
- Today the Civil Services have not only become inevitable, but also the key-wheels on which the entire Engine of the state has to move. The magnate of these services is drawn through a channel, called “Competitive
Examination” which consists of:
(i) Written Examination,
(ii) Psychological Test,
(iii) Viva – Voce,
(iv) Medical Test.
- Naturally, the posts to which recruitments are made through competitive examination are invariably, of the most responsible nature. The officers thus appointed and bestowed with solemn responsibilities are scheduled to hold the highest offices of the country.
- The system of competitive examination has been introduced in order:
(i) To prove everybody, who has the minimum qualification with an opportunity to try for the job;
(ii) To avoid even the slightest chance of wrong choice;
(iii) To appoint the right man for the right job;
(iv) To be sure that responsibilities can be rested safely upon the officers; and above all:
(v) To shine on their merit and to shun away nepotism, favouritism, bias, evil influence and such other things.
- There cannot be even a grain of doubt either about the seriousness of the type of the job or about the fact that quality and ability never go unpaid in these professions. Obviously enough, Competitive Examination is somewhat of the tough cadre. One’s labour and genius, tact and learning must go shoulder to shoulder if one really wants to attain colours in this Examination.
Rules For Admission To The Examination
(i) Places of the Examination: The examination will be held simultaneously at Abbottabad, D.I. Khan, Faisalabad, Hyderabad, Islamabad, Karachi, Lahore, Larkana, Multan, Peshawar, Quetta and Sukkur.
(ii) The Commission reserves the right to finally decide the place where the candidates would be examined or interviewed.
(iii) The Competitive Examination comprises the following:
(a) Written Examination
(b) Medical Test
(c) Psychological Test: and
(d) Viva Voce.
AGE LIMITS
A candidate for admission to the examination must have attained the age of 21 and must not have attained the age of 30 on the closing date of application for CSS Exam.
The date of birth accepted by the Commission is that entered in the following documents:
(a) Matriculation Certificate
(b) Secondary or Higher Secondary School Leaving Certificate
(c) Certificate of birth from the Principal/Headmaster of the School from where a candidate has passed his/her GCE. ‘O’ level or equivalent examination, showing the date of birth in the School Admission Register.
(d) Nadra B form/CNIC
EDUCATION
A candidate must hold at least a Bachelors degree in any faculty from one of the (HEC recognised) Pakistani Universities or an equivalent degree or comparable educational qualifications of a foreign University. (The candidate must have acquired the requisite qualification, on or before 31st December of previous year).
NATIONALITY
(i) The candidate for the examination must be a citizen of Pakistan or a person deriving his/her nationality from the State of Jammu and Kashmir.
GENERAL
(i) A candidate must satisfy the Federal Public Service Commission that he/she is suitable in all respects for employment under the Government.
(ii) No candidate will be admitted to the examination who does not hold a certificate of admission from the Commission.
(iii) The decision of the Commission as to the eligibility or otherwise of a candidate for admission to the examination shall be final.
(iv) A candidate who, even after his appointment, is found to have knowingly furnished any particulars which are false or to have suppressed immaterial information will be liable to dismissal from the Service.
(v) Answer papers in all the subjects of examination are secret documents and cannot, therefore, be permitted to be seen by the candidates or their representatives nor re-examination of answer books/scripts is allowed under any circumstances. A candidate desirous of getting of his/her marks, awarded by the examiners recounted may submit his request for the purpose within one month from the date of issue of result card/marks sheet along with a Treasury Challan of required fee for re-checking re-counting marks only. Thereafter, no such request will be entertained.
(vi) If a candidate who took the Competitive Examination of 2016 wishes to apply for admission to the examination of 2017 he/she must submit an application by the prescribed date without waiting for the result of 2016. If subsequently it is not necessary for him/her to take the 2017 written examination his/her examination fee will not be refunded.
SUBMISSION OF APPLICATION
(i) A candidate seeking admission to the examination must apply to the Federal Public Service Commission, Islamabad on the prescribed form of application and the same must reach the Commission on or before the closing date. No extra time is allowed for postal transit etc.
FEE STRUCTURE
Candidates must pay fees as prescribed in Appendix II. No claim for refund of any fee will be entertained nor can the fees paid be held in reserve for another examination or selection.
VACANCIES
The approximate number of vacancies in BS-I7 to be filled on the results of this examination will be announced later. The Government, however, reserve the right to till a smaller or larger number of vacancies than that announced.
APPOINTMENTS
No candidate will, however, be considered for appointment to any of the groups/services for which he/she has been declared “not suitable” by the Commission at the time of Viva Voce test.
Success in the examination confers no right to appointment. Appointments will be made only after the Government is satisfied, after such inquiry as may be necessary, that the candidate is suitable in all respects for appointment to the Public Service and subject to the availability of vacancies.
